I read it was 3 times actually. The bigger point is there were other players on the course at the same time who where just as slow but were never penalized.

To be fair, I wasn't watching at the time that that happened. I heard a lot of people complaining about the penalty, but also heard a lot of people saying it wasn't out of the blue and wasn't unjustified.

I think the beef is with the unevenness of the rules application. They tagged a 14 year old amateur who isn't going to complain instead of a tour pro who would have had a conniption fit.
