The time for a transition hire is when things are going WELL. Under those circumstances, giving an unproven AC a chance to take the reins makes sense, to see if they can continue with the solid performance. And if they can't, then the AD makes a quick adjustment in 2-3 years to bring in somebody else from outside the program.
The problem here is, the downward trend of decline has been so steep, we can't afford to let things get worse over a 2-3 year span. Which is precisely why a continuity hire makes zero sense in our situation.
