Ok then offer up some supporting evidence that they're better than low to mid tier.

Cal is better than low to mid tier because they know QB talent?

Is Incarnate Word also a top tier program, because that's where Cam Ward started before he transferred and won the Heisman?

I think it all comes down to Fran giving him and his family a commitment when he came to Syracuse that he would redshirt this year. Fran probably believes that keeping his word on that is important going forward regarding future recruits.
He could have been given 4 legit shots and still redshirted. What they've done with his 4 appearances is ridiculous.
 
They sure did. He went to BYU over every top tier program that wanted him.

The point is Bear had an impressive offer list and is impressive. Carrey had an unimpressive offer list and is unimpressive.
I don’t think Carney’s offer list was unimpressive. It’s not 5 star, but he was offered by several P4 teams. There’s lot of guys with worse offer lists that have turned out to be very good college players.

Obsessing over definition of “mid” level is really weird.
 
Why bother redshirting anyone anymore when they might just leave for the next bigger payday with another team anyway?
This has been my question as well. "Burning" a redshirt used to stink when the player stuck around for four years. What are the odds even before this fiasco of Carney being here 4 years? I would say close to zero.

He was rated the 117th best QB in the class.

First, your commentary is false on its face in terms of the program levels.

Second, even if it was not, Filardi is a walk on lacrosse player from a terribly poor state for football.

Third, if he was so star-spangled awful, why play him at all?
 
Josh Allen had no offers out of high school and only 2 G5 offers after juco. Rickie Collins had three factory offers and like a dozen P4 out of high school. This is maybe not the best benchmark.

Anywho. Transfer destinations? I feel like an Eastern Carolina type school might be a fit, a better G5 program.
