You can't transfer from Rutgers until you enroll at Rutgers.

This is something they are pushing now with higher rated/more in demand kids they have committed (ie Antwan Raymond last cycle). They know they won’t keep them committed all the way through signing day so if can sneak them in a cycle earlier it’s their best chance. It’s creative and will at least help get them on campus. Risky though as most football reclass upward kids have had marginal success over the years and might impact them negatively (granted most examples are at factories where harder to get on field).

Yep and he transferred out a couple years later.
