It's interesting that so many are entering the portal so late. Why wait?

I’ve gotta imagine that most of these late departures already have a very good idea about their destination, before they enter the portal.

Which is, of course, tampering and totally against the rules.
But clearly the NCAA can’t or won’t try to police that.

...The approved guidelines will make it tougher for players to become immediately eligible after they enter the portal for a second time.

Each portal waiver will be evaluated on a case-by-case basis and must meet at least one of the following:

  • A demonstrated physical injury or illness or mental health condition that necessitated the student’s transfer (supporting documentation, care plans and proximity of the student’s support system will be considered), or
  • Exigent circumstances that clearly necessitate a student-athlete’s immediate departure from the previous school (e.g., physical assault or abuse, sexual assault) unrelated to the student-athlete’s athletics participation.
Reasons for transferring pertaining to lack of playing time, position preference and academics are all examples of situations that do not warrant waiver relief.

The NCAA can only police any sort of offense if someone turns in the offender. They don't have the resources to investigate every transfer via the Portal for tampering. IIRC it's only tampering if an official rep of the school approaches a player who is not in the Portal. With the advent of NIL money, boosters can approach players and offer the world, but it's not tampering under the new rules. It would have been before, but not anymore.
 
They know where they are headed already. Entering the portal is simply a formality.

I don't believe this to be the case but just an opinion.

Terry Bowden got a bump in talent by bringing in guys who didn’t visit campus because of COVID restrictions. And he’s Terry Bowden, Monroe is awful, and the school has not much to offer.
