I would also consider GT and NC state peer schools. Dino had a rough go vs NC state and other than a breakout game by Sean Tucker and Sims throwing about a dozen picks in 2020 didn’t look good against GT either. Fran is 2-0.I think the proof of who he was as a coach was his record in league and against peer schools within the league.
20-45 in ACC play (and 14-43 without the Dungey year).
2-6 against Pitt (including the weird run-only game in NYC).
4-4 against B.C.
3-5 against Wake Forest
If you don't win 60% of your games against those three programs at SU, at minimum, you have very little chance to sustain success, IMO. He won 37.5% of them.

It was better than when he took over. Roster was much better, just not deep enough. They should have averaged 8 wins last three years, injuries cost them two a year.My daughter ran into him and his daughter by accident, she said they were extremely gracious and friendly , especially when she explained that her father was a huge SU football fan. In major college football today that’s not a huge buyout, Dino pumped life into a sagging program when he got here, he was unable to maintain it . I have no hard feelings.

I don't want to make too much of this one instance, but there have been other stories like this where it just didn't seem like Dino made as much of an effort to embrace the community and alums as Fran has, and that's going to hurt you in the NIL era. He was the laziest person in the community who did absolutely nothing and literally didn’t show up to anything unless he was contractually obligated.
