If Peterman were smart, he would have simply stepped up in the pocket and avoided being hit altogether, but that was clearly a penalty.

Right, there was a perfect pocket 2 steps in front of him. Could have really stepped into the throw and possibly connected with his target. Instead, he threw off his back foot while getting hit. Not good.
