I understand the arguments both ways, but personally, I think it should mirror the NFL. If you can't defend the pass without committing a penalty, you should be penalized at the spot of the foul.
It seems to me that on average most pass int. calls come on long pass plays. A ten yard, or even fifteen yard penalty is not sufficient to penalize the defense.
