Former G league player eligible to play college basketball

The NCAA is completely lost as to how to control and manage this situation, so it's basically a free for all.

So how does this actually work? Does the players "eligibility" clock (5 yrs to play 4 i think?) begin when they enroll in college and/or start playing pro basketball?

Edit: I ask because let's say a European professional basketball player never attended college (or university) and has been playing professional basketball for X years, can they come here and play?
