I'm still baffled why they picked up the flag on that clear horse collar tackle on PTG. Does anyone have explanation why they picked the flag up on that play?

The only possible reason why maybe the ref picked the flag back up is that, rather than grabbing the back of his pads, the NC St. player grabbed a little lower on PTG's jersey.
It looked like a horse collar to me, just slightly lower on his body.

It's a technicality, for it to be ruled a house collar the player needs to not only to grab that area but to take the player down as well. It is not actually a penalty to grab the collar as long as you do not take down the player.

Clearly looked like he got the jersey not the pads

Yep. This.

Right it's a horse collar tackle that's against the rules. The only reason he didn't take him down is because the dlineman was outrunning ptg at that point.

Am I the only one here who saw #90 throw a punch at PTG after grabbing him by the collar?

This is correct. You can pull him down by the jersey in back as long as you do not have the shoulder pads. I'm still baffled how that DL ran PTG down. But he made amends with his later run.

It's a horse collar whether you grab the shoulder pads or the jersey. The reason the flag was picked up is he didn't get yanked to the ground immediately and instead was ridden down over a number of yards.
