Absolutely correct. He used to do that too, but not anymore and his success rate isn't good.

I watched the exact same situation on Saturday Houston against Memphis. Memphis scored to tie and everyone thought Sampson would call a Time out for the last shot, but he didn’t , he let them go and the result was a Houston basket and win.
