By the letter of the law it seems like a difficult path for thim to even be eligible for this special window. It is intended solely for athletes that would lose their roster spots due to the House provision that limits the rosters to 105. Spirit of the ruling was to give walkons who would be cut under the original House provisions a chance to transfer once the settlement was approved.
There is another pre-existing clause to transfer rules that allows a player who has lost his scholarship the ability to transfer immediately, but with P4 schools guaranteeing football scholarships for four years, it takes either academic issues or a pretty egregious violation for a scholarship to be rescinded.
