The Syracuse in this song is indeed Syracuse NY
I was in touch with the author, Bill Caddick of England, some time ago and he said he had a pen pal from Syracuse when he was younger. The famous Irish singer Christy Moore first sang it and more recently Niamh Parsons did a cover in her Heart's Desire CD. You can click on the link to hear a sample of her beautiful rendition.
The song is referring to the Civil War and the letter is from a soldier who doesn't tell his family the truth about the horrible atrocities that are occurring in front of him.
Although it is a sad song about the senseless killing we brought on each other, I thought it was cool that Caddick choose our Syracuse for the title.
