The NCAA is so mad at Penn State over the pedophile scandal that they punished Syracuse for having fans tweet a football recruit.And while it is not easy to enforce, they will eventually make an example of someone.

If you're looking at the player it may be showing an ability to assess the nature, quality and quantity of data and make a decision based on said data.Really, what's it reflective of, who has the most out of control fan base filled with people who don't care about rules and don't see it as inappropriate to communicate with a 17 year old kid they don't know.
