This is correct. The mistake wasn't so much putting ND ahead of FSU, but rather putting ND into that top tier.

Yep, that classification makes sense - both in the solid mid tier, contending for a tourney spot in most years. Although, I also think some lumped FSU with the large bottom tier of the ACC, which is inaccurate.
