People are not gonna sit on their hands in their homes all summer. Maybe till Memorial Day but buy 4th July no way. You wanna cancel big public events/gatherings for the Summer fine. But you have better have things reopened least depending on Region based for people to go out and do (with precautions and modifications built in) The point is you can't keep people locked in their homes all summer only able to go out for groceries, certain errands, and doctor apointments.
I don't necessarily disagree but was just sharing what Cuomo announced today. His point was that if the State Fair is open and NYC/Westchester and other parts of the state are still closed your going to get a huge influx of people from affected areas to here and cause a huge spike. Now I am not sure that a ton of people from NYC would actually do that but I get the point he's making.
I see your end of it as well but it appears that so far NY and the local governments are doing exactly that ie shutting most big events down. Most festivals that were scheduled for May and June have already been canceled and those that haven't been are pretty much canceled just not officially (Nationals). I don't see anyway they go forward with the Fair either as that will surely be canceled probably sometime next month. Public pools in NYC have already been noted as closed for the entire summer (pretty sure I read that) and I don't doubt the rest of the state is forthcoming. No idea on a place like Enchanted Forest or Zoos etc but again I don't see anything like that being opened by NY anytime soon either. Same for places like Green Lakes or Oneida Shores or Sylvan Beach but based on what I heard today I wouldn't hold my breath on any beaches. I agree that people won't stay cooped up all summer but at this rate I don't know where there going to go outside of parks and trails.
