I lived in Newark for 11 years and now live in South Jersey and can report that there was little interest in Rutgers football until they had that magical year in 2006. Primarily using Ray Rice, who had agreed to go to SU but when G Rob didn't follow up, went to Rutgers instead.
Rutgers went slowly downhill after that until Shinao jumped ship for the Tampa Bay Bucs.
I still don't see a large Rutgers fan base in New Jersey.

Northern Jersey roots for NYC pro teams and South Jersey roots for Philly teams
It took Dino a few years until he started aggressively recruiting South Jersey and it is paying off big time.

There’s a thread on their board with pictures of a nearly empty upper deck of their “sellout” and they closed nearly all of their concession stands at halftime of their alleged sellout.

In their last 14 FBS games they are averaging 14.14 ppg. The high is 38 points but that is the only time they had more than 22 points in those 14 games. They have failed to hit more than 17 points in 11 of those 14. They have been at 10 points or fewer 4x. And I am sure the D and STs set up some of those points too.

I give them props for getting 50,000 fans at their game. We can barely get 35,000. People say we haven’t won enough lately. Rutgers has sucked forever.
