Essential construction may continue and includes roads, bridges, transit facilities, utilities, hospitals or health care facilities, affordable housing, homeless shelters and domed stadiums. At every site, if essential or emergency non-essential construction, this includes maintaining social distance, including for purposes of elevators/meals/entry and exit.
 
I may be wrong, but I think this was the same list when the governor cut non-essential workers to 100% a couple of weeks ago.
 
It looks like a piece of one of the old cables has been detached from the rim. Maybe that is the plan for today.
So far, 2 of the 7 cables have been removed from the North West corner of the Dome.

Until the crown truss is completed the site is not stable and by definition unsafe. A single back stay support failure could cause most, if not all, the crown truss to collapse which would destroy the concrete structure of the dome.
To a lesser degree the interior of the dome is at hazard if exposed to the elements for an extended period of time.
The risk of spreading virus by construction work on a large project such as the dome is next to nil. Construction workers have a greater risk for exposure to the virus when they are not on the construction site.
This would be a monumentally stupid decision, therefore I fully expect Cuomo to stop construction.

I have been, since the beginning of this project, the daily play by play announcer of the Dome construction site writing what happens each day to about a thousand people - members of syracusefan.com and guests.

I try and make it fun for me and them.

Up until a day ago we had a great view provided by you or Hayner of the Dome, the main yard, the arrival of and offloading of spirals, and girders, the loading of the counterweight tray for "Walt" and the attachment of lifting straps and collars in the main yard. It's exciting for us Craniacs and keeps us graduates occupied as we watch history being made.

However yesterday the camera was moved from the position it was in for months to a very "cropped" position of the Dome as it now only shows us the live stream from edge of the west side to edge of the east side of the Dome excluding the main yard and all that goes on there - sort of confining if you will. We don't see what we were used to observing which was much more interesting. There have been many who are wondering if the position could be moved to its original position?

If it is at all possible could you consider moving the camera back to where it was? Many would thank you for your effort. We all know your title and responsibilities - you are a very busy man and this is just another little thing to attend to but would make people on the site very happy and appreciative.

gonna be a girder if we are lucky, a spiral and multiple cable day.. too bad the east side isnt seeing a spiral yet but since we cant see the crane who knows..
 
I think they’ll win an appeal looking at the wording.
I hope so. They should given the low workforce density and magnitude of impact if this is late. If there was a lot of virus risk, I would say the latter is overruled but you need to take both into consideration.
 
Whitey’s working on another cable in the North East corner.

There’s some work going on on the North/North West side as well.
It appears to be truss related, but can’t be 100% sure right now.

In his daily press conference, the Onondaga County Executive Ryan McMahon just said he spoke with the Governor's office and believes the project is considered essential construction for the reasons you gave.
