Had you held Fredricks to a different standard you hold the rest of the guys to, you lose the whole team before you even get going. The boss says "you're great, but we need you to be this if you're selling trucks for us. It's important" - the guy says "no way" ... So you demote him and tell him he's not keeping the best office.
