This is a prop based on a shortened season. They're not banking on football being played in September which would eliminate 4-5 games depending on when you start.

Vegas runs a very tight ship. If that was the case, there would be very specific language saying so. They aren't going to be willy nilly with millions of dollars in bets.

vegas would love to get bets down and play with that money for 6-7 months, refunds only take a small amount of time vs the money that gets returned and those that never bother to get back.
