Maybe this had been covered but what would be the main reasons for guys entering the portal weeks later than the first guys?

There have been a couple positive court ruling for players who are transferring for the second time to start immediately. I would imagine that is driving the second wave. Also Players from Alabama and Texas who are now out of the playoff.
