States it's highly unusual that SPD didn't investigate back in 2003, and also unusual that SU conducted its own investigation rather than contact authorities to do so.

Why is that odd? There were two other independent investigations going on, and the police had already said they weren't investigating. Why would SU go back to the guys who just said they weren't going to investigate?
