Well, he said it in the context of lighting a fire under them. He also said that during the off season he wqs going to try to make them quit to see really wanted to be there/had what it takes. There are still rules. The big change is the backroom bag deals from boosters held in the shadows are no longer necessary now that those can be veiled under the guise of NIL.
