Looks that way. BC is hosting a Fri night game early in the season, and Pitt is hosting Miami on Black Friday which I guess are the 2 the ACC is contracted for

Syracuse's schedule features six teams that earned Bowl invitations, including Northwestern, Clemson North Carolina State, Georgia Tech, Florida State and Boston College, and Wagner, which advanced to the second round of the NCAA FCS Playoffs. In addition, Penn State finished the season with an 8-4 record but was banned from Bowl participation by the NCAA.

So in other words 7 out of 11 games (63.4%) of our games are against teams that would have played in a bowl game. Wagner doesn't count.
