Devo played a more prominent role in New Zealand, but also played half a season with this exact team in Australia before moving on to Turkey.

More likely: he wanted to take the most lucrative deal, and get into a situation where PT abounds and potentially play his way back into the league in some capacity.

I think it goes beyond the explosiveness issue which is the least of this issues. He needs to actually play, refine his game, work on his bball IQ/shooting, etc.
