While true, if the lower level employees don't buy in, the culture won't take root. The most successful managers have an ability to get the buy-in and transform.Everywhere I've been it's been set at the top.
This is also a bit simplistic, because it also depends on the type of organization and the incentives/disincentives at management's disposal. For example, the military is different from private corporations.
