That video is blown up at nearly 4 to 1. Come on man, your a ref, you should know the importance of angles and having the right view. How do you know Fair even has the ball yet? On the blow up if the ball is 2 feet away, at that angle of the blow up (direct line of the pass) it will look like he has the ball. You can't tell Fair has the ball, but you can certainly create a zoom view that makes it appear that way.

Ennis was about 18 feet away when he completed the pass. The zoom shot shows him at about 5 feet.
Fair is also quickly turning his feet as the ball is coming. Its close, but there is no evidence that Fair is out of bounds when he actually catches it. Try to pause it when he catches it. It certainly appears the blow up shot was taken early, which is very easy to do when you blow up things like that.
