It has been. Football spending has increased substantially, at least according to the report to the Dept of Education.
Between 2004 and 2009 Expenses held steady at around $15M. There was a bump in 2008 to $18M, but my guess is that was tied to buyouts and other one time expenses.
Starting in 2010 spending on Football has risen steadily.
2010 $16.4, 2011 $21.7, 2012 $22.7, 2013 $23.6.
Revenues followed the same pattern but have really jumped since 2009. In 2008 revenues fell $900K short of expenses.
Since then reported revenues have been:
2010 $18.8, 2011 $28.7, 2012 $33.2, 2013 $38.5
2012 was the first Met Life game, 2013, first ACC distribution.

Report shows that football and basketball combined was plus $31M. After covering expenses not picked up by revenues for the other sports SU is showing $15.6M in excess revenue this year.
No idea how the school used that money, but whatever they did it went to things not on the athletic department books.
One thing to take away is that most of major HC compensation is off the books.
