If I had a ticket that I couldn't use and someone was willing to pay me $3800 for it, the last thing I would care about is what team he's rooting for. This isn't about the government telling you what to do. It's about doing the right thing for the team of which you (hypothetically the seller) claim to be a fan. When you sell your soul to a duke fan to score a few bucks, you diminish the home advantage, subject your seat neighbors to Duke smack the whole game and insult your fellow SU fans.Really, I can't see how this is any of your business...they aren't your tickets and you have no right to dictate to others...

What if the only way you could afford seasons is to sell off a few games during the year to cover the cost? Some "fan" may now get to attend 15 games they ordinarily wouldnt because of the financial windfall from selling their Duke tickets.
I could care less what people do with their tickets. I think some of the concerns expressed in this thread are valid, but really, they are a "you problem."

all types of reasons that other people sell tickets to opposite fan base and its not a reason to be angry im a huge fan and i sell some tickets whoopedy doo
who really cares if other fans are there i would like to be able to go to road games and get reasonable tickets
