I thought that targeting was only for "defenseless players" ie QBs throwing, WRs who just made a catch, kick returners. Once the QB crosses the line of scrimmage with the ball i thought that it became incidental contact just like LBs hitting LBs. Savage tried to run on the play and crossed the line.
