Yeah, that doesn't seem too difficult. I think there is already a required financial commitment to be D1.Splitting D1 into a new “power” tier is easy… require financial commitments from schools. Think of it like an annual budgetary floor. Some mix of player compensation, facilities maintenance/improvement, marketing, scholarship costs, etc.
Essentially, let schools buy in. Why exclude, East Carolina, if they’re willing to spend the same as Purdue or Oregon?
