Splitting D1 into a new “power” tier is easy… require financial commitments from schools. Think of it like an annual budgetary floor. Some mix of player compensation, facilities maintenance/improvement, marketing, scholarship costs, etc.

Essentially, let schools buy in. Why exclude, East Carolina, if they’re willing to spend the same as Purdue or Oregon?
Yeah, that doesn't seem too difficult. I think there is already a required financial commitment to be D1.
 
If I recall, D1 requires 14 varsity intercollegiate teams. FBS requires 16.
Yep, but there’s a big difference in financial commitment between 16 varsity sports at Ohio State and 16 varsity sports at Louisiana Tech.

High level college sports is entirely about money. We should drop the facade and just organize schools based on that.

I would only add a requirement that the AD must balance its budget showing 7 of 10 years in the black or neutral using GAAP and the NCAA ( or whatever governing body) resolving all accounting differences. Also, the governing body gets teeth, really big and really sharp teeth, to include death penalties.

I guess my name has been removed from the candidates pool to run the governing body ...
