It's smart. Put yourself in a GM like position. You have a certain budget, your salary cap. You need to pay 10-12 guys. Let's say we have $7M to spend.
You got JJ and Donnie commanding the most dollars. Let's say we spent $3M on JJ and Donnie, combined.
Then you got Kyle, Kingz and the Georgia Tech kid next. The next 3 guys appear to have had prices in the $600-700K range each. That's around $2M more, for a total of $5M on five guys.
You had to probably give a McDonald's AA $100K, let say, for Saddiq White. Anthony, would we give him only $75K?
Those numbers might be low, but that leaves around $1.6M or so for Deng, a backup C, an extra wing and a 3rd PG.
So, what can we give Deng, $500K, without blowing the price of the guys we've already signed?
That leaves about $200-300K for the last few guys to fill out the roster.
Less, of course, if we paid more for the 2 main high schoolers.
I have to think we also spent something on Fennell ($50K?), but not much on Womack.
