Who makes a program good?

Was thinking about it in my head, yes i was talking to myself wondering who or what makes a program good? Is it the reputation of the school? is it the recruits at the school ? is it the coach at the school?

First, the coach. Second, the recruits. Third, the school. Top programs go down without the first two.
