Depends. A home win against ranked team should be more than a road win against a crappy team.

I think you would get the equivalent of a circular reference in excel if you didn't weight everything equally. Unless you turned that feature off and jacked up your iterations to 1000.

Not adjusting the RPI formula itself. But they need to make the top 50 metric more relevant, so it would be an adjustment to that - it would include some non top 50 teams if it was on the road.

Time to rely on formulas more rather than biased individuals. But time to use a much better formula.

So an away game is worth 3 times what a home game is worth? Nah.
